The trail leads Batman to Budapest, where he learns the agents had been involved in an attempt to help nuclear physicist Dr. Lucas Nagy defect, only for Nagy to be seized by unknown forces shortly before the border. The story ends with Batman confronting the Hungarian Special Police after a raid.
