- Lead 16-page Batman story “Blind Justice... Blind Fear!” written and drawn by Frank Robbins. A convict who has done his time holds microfilm on corrupt politicians. Batman has to keep him alive through a prison break, with a militant con bargaining for freedom and a hired killer after the same man. Inspired by the 1971 Attica uprising.
- 9-page Batgirl story “Up against Three Walls!” by Robbins and Don Heck. Continues from #420. Gordon and Barbara are in Mexico City on a smuggling brief when Odds Lanyon springs a trap. Gordon and Carlos da Vega are taken. Batgirl finds Carlos collecting the ransom to cover gambling debts and refuses to pay. Odds Lanyon’s final appearance.
